In the 2023 legislative session, the Governor's Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children's issues in state government. This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity. This position will become a part of DCYF.

Job Summary

*** Telework (Within Minnesota or neighboring states) and flexible hours options are available.***

This position exists to provide leadership and oversight in policy development and implementation of statewide comprehensive systems in Minnesota for Child Care Aware (CCA), previously child care resource and referral. Responsibilities include:
  • Develop systems and strategies to administer and coordinate Child Care Aware grants/contracts at the regional, district and state level
  • Address the needs of agencies and organizations providing Child Care Aware programs and services;
  • Address the needs of diverse cultural and linguistic communities; and achieve federal and state agency objectives.
  • Advise, consult, and promote collaboration between federal, tribal, state, local agencies and the public regarding the Child Care Aware system to support sound policy development; facilitate effective program integration; and increase public understanding of child care resource and referral services for early childhood and school age programs and families.
  • Assist in the development and implementation of partnerships with Sovereign Tribal Early Childhood Programs.
  • Assist in the development and coordination of early childhood and school age care consumer education efforts.


Qualifications

Minimum Qualifications

3 years of professional experience working in child care and/or the early childhood system in Minnesota. Experience must demonstrate:
  • Knowledge of the early childhood and school age care system in Minnesota, early childhood development and the quality and delivery of early childhood and school age care services.
  • Experience assessing, designing, implementing and coordinating effective child care policies and procedures.
  • Experience with Head start, child care licensing school-based early childhood programs and support programs.

Preferred Qualifications
  • Experience in contract management sufficient to ensure consistent, timely and accurate contracts are maintained for child care resource & referral services statewide.
  • Experience working effectively with others from different backgrounds and cultures, as well as experience in anti-bias education, cross cultural communication theory and practice, and organizational change models.
  • Legislative and administrative process, procedures, and principles sufficient to coordinate and impact policy or procedural changes requiring legislation or statutory change.
  • Experience with Minnesota's early childhood education and family support and child care services delivery systems sufficient to understand the interrelationships between county, state, and federal early childhood and family support and child care service agencies.
