The Position

About the position: The Active Transportation Programs & Partnerships Manager leads the Portland Bureau of Transportation's (PBOT's) Programs Section. The position is responsible for leading the work of staff to develop, implement, and evolve programs and events that advance City of Portland equity and active transportation goals. The portfolio includes Sunday Parkways open streets events, the SmartTrips individualized marketing program, and other Transportation Demand Management (TOM) programs to provide travel options for Portlanders. Programs are designed to make streets safer, improve public health and reduce traffic congestion. Community partnerships form the backbone of this work.

About the Division: Located within the Active Transportation and Safety (ATS) Division, the Programs Section innovates, builds partnerships, and conducts culturally responsive engagement programs that leverage activities and projects across PBOT.

Work Location
Currently, many positions with the City of Portland are being performed remotely due to COVID-19. Some employees are working from home full-time, while other roles cannot be filled in a remote status (firefighter, vehicle mechanic, street maintenance, etc.). In the future, current positions classified as "full-time remote" could: 1) remain full-time remote, 2) become a remote/onsite mix, 3) revert to full-time at a city work location. As the situation evolves, the exact work location of the position in this recruitment may change based upon leadership direction and approval. It is anticipated this role will be working both remotely & in person.


To Qualify

The following minimum qualifications are required for this position:

1. Knowledge of transportation issues, methods and practices such as transportation demand management, urban planning, sustainability and community health
2. Experience as an equity focused leader & applying effective management skills including coaching, program management, and promoting an equitable workplace
3. Experience monitoring and controlling budget and financial resources
4. Experience developing, monitoring, and fundraising community events and programs
5. Experience developing community partnerships with diverse communities.
