The County of Yolo is recruiting to fill one regular, full-time position in the class of Supervising Building Craftsmechanic within the General Services department. The candidate selected for this position will be responsible for providing day to day supervision and oversight for Facilities Maintenance staff, assigning work orders and overseeing emergency requests. This person will work directly with the Facilities Manager as well as other department contacts throughout the organization. Duties include assisting with budget development requests, Request for Proposals, contracts, purchase orders, deferred maintenance plans and accurate and specific project timelines. The ideal candidate for this position will be a positive leader and must have the ability to be a creative problem solver and be solution focused. Strong interpersonal and communication skills, as well as the ability to handle and manage multiple priorities while maintaining a positive, collaborative environment are also crucial characteristics for success in this position. Knowledge of ADA-related facility requirements and various computer systems are desired.

DEFINITION
Under direction, the incumbent supervises, assigns, reviews, and participates in the work of staff responsible for building maintenance and facilities work; ensures work quality and adherence to established policies, standards and procedures; and performs the more technical and complex tasks relative to the assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS
This class is the supervisory class in the Building Craftsmechanic series. Incumbents in this class are expected to work under minimal management supervision and instruction, and to exercise considerable independent judgment and initiative while supervising and coordinating the work of Building Craftsmechanics and other staff performing tasks related to maintenance construction, repair, and installation and incidental fabrication of utilities in County facilities. While the primary emphasis for this classification is supervision of staff, incumbents in this class assist in performing building maintenance and facilities work as needed.

Incumbents in this class report to a Facilities Superintendent or other management personnel. This class is distinguished from the higher class of Facilities Superintendent in that the latter is the first level management class responsible for overseeing all facilities and parks maintenance functions for the County. This class is further distinguished from the lower class of Lead Building Craftsmechanic by the regular, continuous performance of the full range of supervisory duties.

Essential Functions

Duties may include, but are not limited to, the following:
  • Plans, prioritizes, assigns, supervises, reviews and participates in the work of staff responsible for variety of building crafts and maintenance functions such as custodial, electrical, painting, carpentry, metal fabrication, plumbing, air conditioning/ refrigeration, heating, flooring, roofing, fire sprinkler systems, environmental systems and controls, locksmithing, and other related building automation systems.
  • Coordinates and reviews the work of staff; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, standards and procedures; meets with staff to identify and resolve problems; ensures work is performed accurately and that timelines are met; ensures compliance with established policies, procedures, and related regulations.
  • Assists with interviewing and selecting assigned personnel; and provides and/or coordinates staff training in accordance with established policies and procedures.
  • Completes employee performance evaluations; works with employees to improve performance; coordinates with management and human resources on disciplinary actions.
  • Assists in identifying opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
  • Participates in the development and implementation of goals, objectives, policies and procedures for assigned area of responsibility; makes recommendations for changes and improvements to existing standards and procedures.
  • Review the work of contractors, ensuring work is completed according to contract specifications; report deviations and issues to assigned supervisor; administer the more routine contracts.
  • Maintains a preventative maintenance program; creates preventative maintenance work orders; assists with the development and monitoring of project tasks, costs, and timelines.
  • Participates in the preparation of the annual budget; submits budget requests for supplies, materials, and equipment; monitors and controls expenditures for assigned work unit, reviews and approves staff purchase card statements.
  • Responds to and resolves routine customer inquiries and complaints.
  • Oversees inventory and controls.
  • Gathers and compiles information on operations and activities for reporting purposes; utilizes an automated maintenance management system; schedules and assigns work orders; prepares reports on status as needed.
  • Performs related duties as assigned.


Employment Standards

Education: Training and experience equivalent to completion of the twelfth grade,
AND
Experience: Four (4) years of journey or advanced journey level experience in building construction, remodeling, or maintenance work; including one (1) year of experience acting as a lead worker, providing direction, training, and guidance to staff.

  • Principles and practices of building and mechanical trades and facilities maintenance
  • Equipment, tools and materials used in building trades

  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized maintenance management systems
  • English usage, spelling, grammar, and punctuation
Ability To:
  • Select, supervise, train, and evaluate staff and assigned building crafts and maintenance operations/ activities
  • Plan, coordinate, assign, and review the work of subordinate staff; investigate and resolve disciplinary issues
  • Work independently, prioritize work, coordinate activities and meet critical deadlines
  • Assist in developing and monitoring program budgets
  • Develop and maintain cooperative, effective working relationships with others
  • Communicate clearly and concisely, both verbally and in writing, with other County departments and external contractors
  • Interpret and apply applicable federal, state, and local laws, codes, and regulations; explain department policies and procedures
  • Apply outstanding customer service and interpersonal skills, including the identification of customer needs and follow up to ensure customer commitments have been met
  • Research and resolve issues related to workflow, contract compliance, and the overall effectiveness of the assigned work unit.
  • Read and interpret blueprints, schematics, manuals, specifications, and diagrams
