OSDH is seeking a full time EPRS Training Specialist providing support to Emergency Preparedness and Response Service Health Department. Position Summary:

In this challenging position as a Training Specialist, you will develop training presentations and curriculum guides designed to increase Public Health’s preparedness and response capabilities. This position is required to participate in cross-functional and multi-discipline projects with other state agencies. This position will be responsible for evaluating needs, creating, and delivering a training development plan complete with materials, tutorials, instructions and learning resources such as modules and guides. Trainers are expected to be confident public speakers who are devoted to utilizing the latest tools and resources to improve the overall learning environment. You will be an integral member of a team that works to provide training and exercises across the state.

Position Responsibilities /Essential Functions
  • Work under minimal supervision. Must be able to forecast and plan work schedule to meet the needs stakeholders and required deliverable due dates.
  • Establish and maintain friendly and professional relationships with the Health Districts and multi-discipline partners across the state to increase training opportunities
  • Develop, update and coordinate all trainings provided to the Health Districts and community stakeholders. Communicate frequently with the Training and Exercise Coordinator on all activities.
  • Develop a schedule to assess training needs of internal and external stakeholders
  • Capable of delivering trainings in person, via a virtual platform
  • Maintain a database to track trainings provided and attended or a combination of both
  • Update current and develop new curriculum, test and review created materials of other trainers, monitor enrollment, schedules, costs and equipment associated to the respective curriculum.
  • Establish and maintain cyclical training schedules
  • Produce classroom handouts, instructional materials, aids, manuals and guides
  • Increase training opportunities and diversity of courses offered within each Health District assigned to while delivering comprehensive trainings and constantly looking to improve curriculum.
  • Develop and share best practices

Education and Experience
  • Associate’s degree in emergencymanagement/homeland security, public health, healthcare, or a closely related field;andtwoyears of adult learning/ training development experience or an equivalent combination of education and experience substituting one year of education for each year of qualifyingpreparednessrelated experience.
  • Ability to work with the team with a positive demeanor and strict adherence to the agency’s mission statement and goals.
  • Experience with technologies and best practices for instructional manuals and teaching platforms
  • Must be able to multitask, prioritize and manage time efficiently
  • Exceptional interpersonal skills and communication with all levels of management. Excellent verbal and written communication skills.
  • Proficient computer skills in Microsoft Office Suite (Word, PowerPoint, Outlook, Excel, Access) and virtual collaborative platforms (TEAMS, Zoom, WebEx, SharePoint)
  • Self-motivated to research and learn new technological platforms with minimal instructions.
  • Incident Command System 100, 700, 200, 800, 300, 400 preferred but not required

Valued Knowledge, Skills and Abilities:

Knowledge, Skills and Abilities required at this level include knowledge of Homeland Security Exercise and Evaluation Program (HSEEP). Ability to work withs the team, external groups, and colleagues. Exceptional communication and organizational skills, creativity and innovation, excellent oral and written communication skills; ability to present both internally and externally to retailers. Expert in Microsoft Office Suite Including Excel, Power Point, and Word.

Physical Demands and Work Environment:

Work environment for this position will vary. Travel is required throughout the state and may include overnight stays. Office work setting is not always climate-controlled and may have exposure to some noise level. Some work will be performed in the community with exposure to varying conditions. While performing the duties of the job, employee is required to talk, stand, walk, reach with hands and arms. Must be able to lift and carry training equipment that may way up to 50 lbs. This position requires daily use of a computer and phone. May be required to work hours other than regular schedule such as nights and weekends. Applicants may be asked to deploy in support of disaster operations for up to 14 days.
