A Sr. Capital Projects Officer - Transportation Operations and Maintenance position is available with the City of Fort Worth Transportation and Public Works Department's Transportation Management Division. This is an outstanding position for an ambitious professional who is passionate about field operations and who can excel in a team environment. This position is responsible for inspiring leaders and working across the organization to drive innovation and develop best practices and standards for the Operations and Maintenance Team. Transportation Operations and Maintenance programs managed by this position include 65,000 streetlights, 136,000 signs, 925 traffic signals, school safety infrastructure, and utility locates. This position reports to the Transportation and Public Works Assistant Director.

The Sr. Capital Project Officer - Transportation Operations and Maintenance job responsibilities include:
  • Direct staff responsible for the inspection of contracted street light construction, maintenance, and overseeing repair/replacement of street light and traffic signal equipment by city crews.
  • Coordinate with Texas Department of Transportation, as well as Capital Delivery and Development services teams, concerning street light and traffic signal maintenance and sign installation activities, while insuring compliance with relevant municipal maintenance agreements.
  • Collaborate with Safety Compliance Manager on development of Safety Program for Operations and Maintenance teams.
  • Personnel Management and leadership to develop talent and build high performance teams.
  • Lead preparation and administration of annual budget, major programs, and projects.
  • Research and implement smart city technologies to improve performance of the assigned asset and make the City of Fort Worth a leader in innovation and technologies.
  • Develop a multi-year street light preventative maintenance program that meets the City's goal to reduce street light repair times from 60 to 30 days, while directing continual improvement efforts on current program.
  • Manage and administer contracts related to traffic signals, streetlights, and signs.
  • Interacting, communicating with, and presenting to, key and senior leaders, stakeholders, and the media on high visibility and sensitive challenges to develop mutually acceptable solutions.
  • Articulate and distill complex technical issues clearly and concisely to be understood by a variety of individuals.

Minimum Qualifications:
  • Bachelor's degree from an accredited college or university with major course work in project / program management, engineering, landscape architecture, planning, public administration, business administration, or a related field.
  • Five (5) years of increasingly responsible administrative experience preferably within a local government environment.

Preferred Qualifications:
  • Five (5) or more years of supervisory experience, including staff and contractor management.
  • Experience using Customer Response Management software to manage service requests.
  • Project and program budgetary oversite and development participation.
  • Ability to understand and provide technical input regarding street lights, traffic signals, signs, and utility locates.
  • Development of complex management, administrative, and fiscal functions such as short & long-rage maintenance plans.
