An Engineering Manager position is available with the City of Fort Worth Water Department Plant Operations Division. The Water Department is responsible for providing safe and reliable water and wastewater service with environmental integrity to more than 1.2 million people in Fort Worth and surrounding areas, including 30 water wholesale customers, 23 wastewater wholesale customers, and 3 wholesale reclaimed water customers.

This Position qualifies for the following incentives which is separate from the base pay:
  • Sign-On Incentive of $6,500

This position in Plant Operations will work on directing and managing the development and implementation of divisional goals, objectives, policies, procedures, and priorities. The candidate will collaborate and engage other departments on the evaluation of new research, technologies and equipment, preparing engineering studies, developing engineering plans, coordinating construction with operations and maintenance activities, and troubleshooting operational or maintenance issues. Assets for which Plant Operations Division is responsible for operating and maintaining include: 5 Surface Water Treatment Plants (497 MGD combined capacity), 1 Water Reclamation Facility (166 MGD), 7 High Service Pump Stations, 3 Raw Water Pump Stations, 26 Elevated and Ground Storage Tanks, 19 Booster Pump Stations, 31 Lift Stations.

The Engineering Manager - Plant Operations job responsibilities include:
  • Leading in-house design and improvements for assets and processes at treatment plants and distribution facilities
  • Development of technical specifications and contract development to support Plant Operations
  • Review of treatment processes for improvement and optimization
  • Coordination with capital delivery projects during design and construction
  • Assisting with the development of the divisional budget
  • Developing and implementing a five year capital project and equipment replacement plan
  • Tracking electrical and operating costs to assess process and equipment performance and efficiencies
  • Utilizing the computerized maintenance management system (CMMS) to support reliability centered maintenance practices
  • Prepare and utilize operational and maintenance reports for identification and business case development for future capital improvement projects
  • Coordination with internal and external stakeholders to deliver reports and recommendations, and speak effectively on technical issues in both formal and informal settings

Minimum Qualifications:
  • Bachelor's Degree from an accredited college or university with a major in engineering or a related field
  • Five (5) years of increasingly responsible water and wastewater engineering experience
  • Two (2) years of administrative and supervisory responsibility
  • Possession of registration as a Professional Engineer in the State of Texas. If licensed in another state, continued employment will be contingent upon obtaining registration as a Professional Engineer within the State of Texas within six months of employment
  • Valid Driver's license

Preferred Qualifications:
  • Ten (10) years of increasing responsible water and wastewater engineering and/or operation experience
  • Five (5) years working in an administrative/supervisory
  • GIS and computerized drafting package experience
  • SCADA systems experience
  • Computerized maintenance management system experience
